ITANAGAR, Nov 28: The 47th general council meeting of National Council of Educational Research and Training (NCERT) was held at New Delhi on November 27, which was presided over by Minister of State for Human Resource Development, D Purandeswari and attended by all the education ministers of the country, commissioners, officers, Secretary and Joint Secretary of NCERT.
In the meeting, Minister of State HRD, D Purandeswari appreciating the steps taken by Arunachal Pradesh government to revamp the state education sector, advised the Arunachal Pradesh government to establish its own State Council of Educational and Research Training immediately and initiates introduction of Text Book in the school syllabus appropriately reflecting state’s rich cultural heritage, flora and fauna and the people.
The Council meeting was attended by state Education Minister Bosiram Siram accompanied by Commissioner, Education Hage Koda, Director, School Education Tapang Taloh and Programme Officer AK Sharma.
Siram highlighted various policies and programmes of the state’s education department in the meeting. He pleaded council for need to replace the NCERT Text Book especially at the primary and elementary stages immediately, and inclusion of the Chapter on geography, history, cultural heritage and ethos of the people in the syllabus to promote emotional integration of the people of North East Region and Arunachal Pradesh in particular with the people of the rest of the country.
Siram, strongly urged the council for inclusion of important topics of the state in the NCERT text Book and quoting the importance of the Tawang Monastery and various religious importance places of the state, he said that the Tawang Monastery, which is 2nd largest monastery in the world has not been mentioned in the NCERT Text Book. Similarly, the Parsuramkundh located in Lohit District, Malinithan in West Siang and so many other important places of state, which are associated with Hindu culture and Mythology and also with other religion too, do not find mentioned in the NCERT Book, he pointed out.
Siram appealed the general council to ensure timely printing and supply of NCERT Text Book. So that, distribution of the Books in far flung areas could be made on time.

Meanwhile, Siram suggested the need to maintain national norms in recruitment of teachers in the country.
He further pleaded that the recruitment of primary teachers should be taken more seriously to strengthen the foundation of education among the children.
Conveying his gratitude to the Union Minister, eminent educationists and NCERT authority for their untiring efforts to push up the country’s education scenario in the council meeting, Siram further highlighting various problems of the state pointed that Arunachal Pradesh being a hilly state and located in most north eastern part of the country is facing lots of problems for want of proper communication and transportation facilities for which the head load system is being introduced for dropping of books and other commodities in far flung areas. He advocated for certain relaxations and more financial assistance from the central government, for smooth supply of study materials.
He assured council that National Curriculum Framework (NCF) 2005 will be enforced in the schools and also assured to follow 100% NCERT and CBSE curriculum in the state.
He further assured immediate step for state government teachers’ training and also to seriously view the appointments of untrained teachers and teachers having less requisite qualification in the state.
He suggested that one member from each state’s education department, preferably the person having experienced in writing and publishing Text Book be taken in the council.
Meanwhile, in the meeting Siram termed the China’s claims over the territory of Arunachal Pradesh as baseless and unfounded, adding that at any point of time Arunachal Pradesh was never under the Chinese dominion.

Close shave for state BJP president
ITANAGAR, Nov 28: State BJP president and MLA Dr. Tangor Tapak had a narrow escape from a close range gun firing at 7 mile from Pasighat town at around 08.30 PM last night. The incident occurred when he was on his way to Rani Village from Pasighat, said BJP in a press release today.
He was safe, but the window glasses of the vehicle completely damaged under the impact of firing, the BJP said. Fortunately at the moment of incident the President was in other vehicle and the car attacked was his younger brother who was going ahead, the BJP added. An FIR was filed with the PS, Pasighat demanding immediate arrest of culprits and action against them, it said.
BJP informed that state Home Minister visited the spot today and assured prompt action by the state government. Condemning the incident as unbecoming, the minister assured to book the culprits immediately, the party said.
Meanwhile, state BJP strongly condemned the incident and demanded adequate security measures for its president and proper investigation in to the incident and book the culprits involved in such barbaric act. Tapak, is currently on his official tour to the villages of his home constituency.
The party and public appreciated the home minister for his prompt initiative and spot visit to assess the situation, the release added.
MLA appeals for affable academic atmosphere
ITANAGAR, Nov 28: Expressed deep anguish over the November 26 Dera Natung Govt College incident where college properties were damaged, Itanagar MLA Techi Kaso appealed the college authority and the directorate of higher and technical education to work in tandem to ensure a congenial atmosphere for healthy growth of academic excellence including safety and security of the students.
In a statement the MLA also called upon one and all to maintain peace and normalcy in the college campus so that the examination scheduled to be held from the first week of December is conducted peacefully. “I am deeply pained and hurt at the incident and it is very shameful for denizens of capital to witness such murky incident in the temple of learning. This is not a healthy sign on the part of the students’ community as they are the future leader of the society”, he said.
District administration should take all possible measures hereafter to avert such possible catastrophe and constitute a judicial inquiry into the shameful episode and punish the culprits as per rule of law, the MLA said and appealed the CM and Education minister to visit the college.
Proper policy needed to ensure ‘Right to food’ for all

ITANAGAR, Nov. 28: Roti, Kapda and Makan are the three basic necessities for which every human being strives hard. However in a state like Arunachal, Roti and Makan seem to be distant dream for many people, particularly living in rural areas. Lack of proper housing facilities and effective food supply system often plagued by corruptions charges has been affecting the weaker section of society. These were the some of the issues which was rallying point at the beginning of two days state level meet on “Right to Food” conducted by Human Rights Law Network of India held at Hotel Arun Subansiri.
In a state which is already embroiled in ‘Public distribution system’ (PDS) controversy, this meet provided an opportunity to many participants to gather knowledge about their basic right of having three meals a day.
Dwelling on the importance of right to food for everyone, Rakesh of Human Rights Law Network told, “Article 21 of Indian Constitution talks about right to life and this is directly related to the right to food.” He also spoke on the issue of irregular running of fair price shop in the state. “As per Supreme Court order, fair price shops are supposed to open through out the year. Those persons using ration card facilities are entitled to get rice, wheat, kerosene, sugar etc on the basis of BPL or APL grade.”
Various public participating on the day highlighted ever decreasing service of PDS in Arunachal Pradesh. One of participants from West Siang District echoed, “Now am 30 years old and If I recall the last time I had availed kerosene oil from fair price shop was during my school days. Also quantities of rice supplied under PDS are going down every year. I wonder whether government of India is neglecting us or some ghosts are eating away these supplies.” He also complained that in complete violation of Supreme Court order, fair price shops in state usually open once or twice in a month.
Lizum Nosi, Asst. Prof. of Rajiv Gandhi University said that in our state there is no shortage of food. “There is deprivation of food supply in our state. The most important thing is that we lack good infrastructure in the form of road to reach every part of state to supply food grains,” highlighted Lizum Nosi.
It is to be noted that in Arunachal Pradesh 80 percent population live below poverty line. The importance of PDS is immense under these circumstances. In this scenario right to food plays a crucial role as this calls for proper access to the most vulnerable people of society who often live at the edge of starvation and shortage of food.
Training on promotion of SHGS held
ITANAGAR, Nov 28: The Deputy Director (ICDS), Yupia in collaboration with N.ABARD, ltanagar has organized two days training on promotion of Self Help Group (SHG) under Micro Finance Vision 2011 from November 27 to 28 at Middle Level Training Centre, Vivek Vihar, Itanagar.
In the inaugural ceremony, Member Secretary, Women Commission, Arunachal Pradesh Mamta Riba, who was the Chief Guest of the programme emphasized that the SHG is the right way for women to create their own identity and bring in social awareness. She appealed the Anganwadi workers to bring together women from all sections irrespective of community, tribes, color and religion and work collectively to achieve the obvious mission.

SBI asked to pay compensation for service deficiency
TEZU, Nov 28: The Lohit District Consumer Dispute Redressal Forum directed the State Bank of India (SBI) branch, Tezu to pay compensation amount of Rs.10, 000 to Nang Anuwati Insha within one month for deficiency in service.
Forum President Kaling Tayeng while passing the judgment on 26th November observed that the SBI branch Tezu was very callous in rendering service to its customers and because of which the consumers of the bank were facing great difficulties and loss frequently.
In August last Insha lodged a complaint in the Forum stating that because of the recklessness shown by staff of the bank she lost one year of academic year and prayed before the forum that the bank should pay her an amount of Rs.25, 000 as a compensation for causing her tremendous mental agony.
According to complainant on 8th of August 2009 she deposited an amount of Rs.550 at the window of the bank for issue of Demand Draft in favour of National Institute of Open School (NIOS) for admission. The last date of admission was 10th August 2009. After receiving the receipt from the window she left the bank as it was crowded. Later when she came back to collect the draft she found that the date in demand draft was wrong ,she therefore approached the bank authorities to rectify the mistake and urged them to issue the demand draft of 8th August and not that of 11th November 2009 which was in her hand. But the mistake was irreversible and the bank staff couldn’t do anything to rectify the mistake.
Forum asked the bank authorities to clarify on the matter. But the bank authorities failed to substantiate that the charge was wrong and simultaneously it could not convince the forum. Hearing both the parties and examining the case in detail the forum ruled that State Bank of India could not produce evidence indicating that it did not commit deficiency of service and passed the verdict in favour of the complainant.
